THE 2017-2021 CBA NEGOTIATION UPDATES (BASIC SALARY & HOUSE ALLOWANCE)
As you may be aware, negotiations of the above-mentioned CBA ended up as an economic dispute filed in the Employment & Labour Relations Court (ELRC) in June, 2018. Despite several hearings and mentions, the dispute still remains unresolved to date.
During the last Mention before Justice Byram Ongaya – Court 20, Milimani Law Courts, on 3rd July 2019, wherein the Claimant Union and the Interested Party sought for orders that pending determination of the main claim, the same be referred to the Central Planning & Monitoring Unit (CPMU) of the State Department for Labour, Ministry of Labour and Social Protection for preparation and filing of an economic report.
On their part, the Respondents namely IPUCCF & 5 Others intimated that “negotiations” of the said CBA were on-going, hence they requested for 60 days to file in Court a progress report to prove the same. The Court further directed that the matter be MENTIONED on the 23rd September 2019 to report progress on negotiations and the aforementioned report to be tabled by the Ministry of Labour and Social Protection for further directions.
To this end, KUSU Negotiations Committee has already met with the CPMU Committee handling the matter and made oral submissions and filed a written report on the Union’s demands and other relevant information in regard to basic salaries and housing allowances for the 2017-2021 CBA cycle.
Besides, the Union is reliably informed that the Government has now given beacons (read counter proposals) to IPUCCF hence negotiations are set to resume in earnest any time now. You are THEREFORE KINDLY REQUESTED TO REMAIN CALM as parties amicably engage to resolve the dispute.
