Update on 2017-2021 CBA Negotiations

KUSU Members,
Yesterday, KUSU and the Inter Public Universities Councils Consultative Forum (IPUCCF) met to jumpstart negotiation of the long stalled 2017-2021 CBA.
IPUCCF tabled a counter-offer that:
(a) is not clear on and does not address non-monetary negotiable items in our proposal;
(b) covers only the years 2019-2020 and 2020-2021 for basic salaries; and excludes the periods 2017-2018 and 2018-2019;
(c) provides no arrears for years 2017/2018 and 2018/2019
(d) indicates effective date of the CBA to be 1st July 2019 instead of 1st July 2017;
(e) neither provides entry points nor number of notches for basic salary on all grades
(f) it offers a *nil* increase on House Allowance translating into a total of six (6) years without compensation on cost of housing.
Based on the above and other considerations, the Union found the counter-offer unclear and incomplete hence it did not meet the threshold to warrant JNC to meaningfully negotiate.
Consequently, the Union requested IPUCCF to clarify grey areas and table a complete counter-offer on basic salary and house allowance for the 2017-2021 four (4) year period; incorporate annual increments, and house allowance among other issues.
