ECONOMIC REPORT FOR ELRC CAUSE No. 877 OF 2018:(THE 2017-2021 COLLECTIVE BARGAINING AGREEMENT)
The Employment and Labour Relations Court (ELRC) amended ORDER dated 29th August, 2019 and issued on 30th August, 2019 directed the Central Planning & Monitoring Unit (CPMU) of the State Department for Labour to prepare, file and serve the Court with an Economic Report within 60 days.
To this end, KUSU National Executive Committee (NEC) met with the CPMU Committee handling the matter and made both oral submissions and served a written report on the Union demands in regard to basic salaries and housing allowances for the 2017-2021 CBA cycle.
Subsequently, the CPMU Committee intends to visit selected public universities (read branches/sub-branches); to collect views from workers’ representatives at the grass root on scheduled dates between Monday October 7, to Friday October 25, 2019.
In view of the foregoing, hereunder is a template to guide Branch/Sub-branch officials as they engage with the CPMU Committee over basic salary and house allowance demands for the 2017-2021CBA cycle.
1. Basic Salaries
i. Distortions & Disparities within the payroll
ii. Disharmony e.g. between Grades 10 & 11/12 (huge salary differentials with no relationship in the overlap)
iii. Unconventional compression ratio/factor between the highest and lowest paid basic salary in the payroll
iv. Need for harmonization of basic salaries amongst staff e.g. salary overlaps from Grades 3/4 and 5, 6 and 7
v. Different salary scales for staff in equivalent Grades 11-14
2. House allowance
i. Comparisons with other government parastatals
ii. Disharmony in equivalent grades 11 &14
iii. Status in view of increasing rents/ cost of building
iv. Provide same justification for a pay rise
NB: ENGAGEMENT WITH THE CPMU COMMITTEE WILL STRICTLY BE ON BASIC SALARY AND HOUSE ALLOWANCE OF 2017-2021 CBA ONLY.
